Question:

What is the penalty, if there is one, for incidental contact between illegal contact zones and illegal target zones?  For Example: incidental or temporary contact between one skater’s hand and an opposing skater’s back that does not force the opponent to adjust her skating stance or position in any way.

Answer:

If there is no impact, there is no penalty, even if the contact occurs using illegal blocking zones and/or landing on illegal target zones.

Question:

When specifically is a Blocker returning from the penalty box no longer considered a NOTT point? Does she have to be in front of the Jammer or a part of the pack?

Answer:

WFTDA Rules 3.1 Section states:

7.4.5.1 Standard scoring rules and requirements apply to opponents returning from the penalty box who skate ahead of the Jammer before the Jammer is able to earn her first point in that scoring pass.
